The answer is no. Prime status on your CS:GO account does not affect your chances of receiving a beta key. Neither does your rank, playtime, or other parameters.
Although Valve talks about some selection algorithm, it is not visible at the moment. All professional players have gained access to the new game version, but it's more challenging for regular enthusiasts.
